Manipur is always been an independent princely state since the British resigm,people were free, Manipur is not bound by the rule and regulation of the Indian constituition ,different community living together indipently in the princely state of Manipur.

When Manipur joined India in the year 1949 all different communities in this region grouped together under the name of Manipur state. As I mentioned earlier many different community living together were gruoped in two, valley people and hill people due to culture and faith base. Therefore when Manipur got statehood in 1972 Manipur had two government e.i,
1. State government and
2. Autonomous District Council to preserve and protect Hill people/Tribe's human rights , culture and traditions.

Two third of the people living in the the plain area never had a mind of intigrety with the hill people rather they call hill people "HAU" (Untouchable)/tribe, never try to build relation with the hill people rather they always keep a distance from the hill people.

Few year back the valley Meitei/valley people think that they were not a tribal they were the general Indian so they demanded thier meitei language to be include in the 8th schedule of Indian constitution and they got it but 8 schedule were no used for the hill peaple as the hill tribe couldnt read and write the meitei langguage. However the hill MLAs did support the 8 schedule movement on the verbal assurrance by the then CM to support 6 schedule for the hill peaople/tribes.The valley people never thaught that we are one.
Ever since from the statehood day 1972 all government head quater and infrastructure were kept in the valley Imphal area,
The following are sime of the infrastucture in Imphal
1.Three university in Manipur-Manipur University, ignou and Agriculture University - Sport University and NIT all in Imphal area.
2.Two medical college in Manipur RIMS and JNIMS both in Imphal area
3. More than 15 government head of department/controlling office Directorate were kept in Imphal area only
4. By just seeing Imphal area development ,road , water, power supply were good enough.Imphal is becoming small city but in all other district human basic needs like road, water, power supply, and building were still very poor they all live in village stage, no infrastructure is found in the hill district of Manipur as we found in Imphal area.
5. Living standard in the plain Valley and hills too much differences , more over majority of the people from the hill do not know the plain people language Meitei and nothing had been done to bridge this gap. People living in one state of Manipur, however the hill and plain people never thought that they were one in their mind rather they think that they were different. The hill people faith was Christianity and the valley people were Hindus they took their faith as the basis for their differences. They never shared their commonness rather they talk about their differences.
6.There is no job for the hill peaple in the hill area, life in the hill get tougher, people get poorer day by day. The hill people were just watching the valley people development, this envyness give different mind set to the hill people. The hill people and valley people never feel togetherness
7. Indian constitution - the tribal right were protected under 6 Schedule, the valley people can not purchase the tribal land with the consent of the chief, the tribal traditional custom and culture were respected and preserved under autonomous district Council act.

This are some of the brief condition of Manipuris before the introduction of ILP

After the start of INNER LINE PERMIT (ILP) agitation in June 2015 , normal life in the hills were badly effected, mainly in the field of economic ,due to regural bandh. Essential commidities price stood up in the market .

Example: comparison of
commodity Price in June 2015 Price inJan 2016 in CCpur are as below:

1.Dal Rs80/kg. goes Rs 110/kg
2.Cooking oil. Rs 95/LTS. goes Rs 110/LTS
3.Sugar.Rs 35/kg. Rs 40/kg
4.Salt Rs17/kg. Rs 18/kg
5.Milk power. Rs 385/kg. Rs 400/kg
6.Rice. Rs32/kg. Rs 34/kg

Thr average economic inflation stood up to 18% this effected badly in the society. Other consequences are : -

1.More people were incline to corruption,
2. More theif in the locality
3. More anti social behaviour like fighting among the youth.
4. Life in hills is much tougher day by day and still continue....

Emerging socio-political and leaders

This tribal movement in ccpur started because our representative MLA in the assembly did not raise any voice in the assembly before passing these 3 bills. Nor the MLAs dnt give awarness in thier own constituency before the 31 August 2015 . Public were agry upon thier representatives because they did not listen to the people voice.

On the 31 september 2015 night many students were orgnising agitation in front of thier office at Hmuia veng , teddim road. Student and some unknown group came and shot gun over that place and shot death 2 students and 25 people were injured in this agitation, public were angry becsuse they dido not know who fired the public and is not acceptable at all by the public.

Because of all this reason the public wanted their
representative MLAs to step down from their post.

Public want the killer to be found out and booked according to the law of the land.

Public want the 3 bills no to be implemnt in the hills and this be clearly written in the ACT. If this is not possible they want "full power as SEPERATE ADMINISTRATION" in the hill district under 6 shedule of Indian constituition.

In aiming to achieve this goal one JAC was form among different comminity agiasnt the 3bills , like wise all philantrophic were come together and formed Joint philantrophic organisation , all women were coming together as one under the name of all tribal women union,All UG under Soo group UPF and KNO trying to take advangtage over this issues ,Zomi Council ,kuki innpi,Hmar innpi come together as one ,all men women young prople support this movement and formed group under diffrent name eg:-, tribal unity,kuki conclave,student movement, tribal student movement, all tribal union,we the tribals ,tribal force, eimi alert, alert zone,all tribal movement of lamka(atml),inner circle,the singtangmite,joint admin group, Manipur tribal forum, bangaluru,Delhi etc etc.

Among the above group the following group were found still very active
1: Manipur Tribal Forum,Delhi (MTFD)
2.All Tribal Movement of Lamka (ATML)
3.All Tribal Women Union.

No one come up yet a mong the so called leaders, due to this many common people came up in and formed various organisation

Role of SOO groups:

In theory UG and public were suppose to go hand in hand , UG who were the one suppose to give support to the public demand and protection but in this case they were found not supporting , did not give attention to the public voice promptly. Rather, they try to stop the movement. That is why one house was burnt down. Agian,
recently they try to bury the 9 martyr on the 13th February 2016 but this was also not succeded again ,

In the behining they were found taking part in agitation but now they found doing things against the will of the public.

Now we came to know that people didn't trust the under ground organisation becuase things become very transparent due to good information technology system . Gun culture were found dying ... So the SOO group dont have much role in this particular issue.

Impact of Meitei-kuki relations and Naga and Kuki relations

This 3 Bills is created mainly for the benefit of the valley people at the huge cost of the tribal right , this was the concept all the tribal in Manipur have. so Kuki (the hill tribal people ) relationship with Meitei will badly afecte that is what we found. Again with Naga and Kuki their relation may not be effected in the wrong way rather it may bring closeness to both Naga and Kuki if we achieve our goal because both are tribal.

State administration functioning including

I should say this movement started and still continue till now (185 days) because of district administration and police department failure. Poor governance, this the best proof that very very poor government. They can not deliver what people demand rather they can not maintain law and order in Manipur.The goernment didn't foresee the possibility outcome of the mob gather at one place for agitation.They simple take think very easy they did not have plan incase/ emergency.

In this very day 31 August 2015 bandh was call by Zomi Student Federation (ZSF) they should have deployed police patrolling in the area to subside if thing goes wrong.

I believe this issue proof that the District Administrator is not capable of delivering his duty, at the same police department can not maintain law and order in Ccpur.

Suggestion to subside this movemnt is
1. to keep President Rule in Manipur.

2. To give the 6 hill district fully powered seperate administration under the 6 shedule of Indian constituition.

To give a platform to get justice for the 9 martyrs - file a case for them so that they can get justice.
