IT'S THE PEOPLES' MOVEMENT, LET THEM MAKE THE CALL.
If you let the people down this time, you will forever lose their trust and allegiance. No doubt the Sadar Hills area are hesitant at first, to jump in to the fight based on the history of past failed leadership and betrayal; although they were moved by the events in Ccpur. Never in our history has these many martyrs' death been witnessed against an administration of this proportion, until a century ago. This is a peoples' movement, not KNO or UPF movement. I hope the KNO & UPF leaders can fathom this. This uprising that has united us for once may never be witnessed again, unless we take cognizance of these events that are unfolding before our eyes from a historical perspective; and leverage these in our favor. Let the JAC, the Student Leaders and selected CSOs be given all the power to demand a separate administrative region/s for the tribals.

A SEPARATE ADMINISTRATIVE REGION/S FOR THE PRICE OF THE MARTYRS BLOOD.
Bloods have been spilled and lives have been lost. If the 9 martyrs could speak to us, I think they would agree with us on this that, their blood be the exchanged price for a separate administrative region/s- the best memorial ever built as their legacy. Let the martyrs' blood be not shed in vain. Let us also construct a Memorial for them grandiosely with the funds that come to us directly after we are granted a separate administrative region/s.

EMPOWER THE JAC TO DEMAND FOR A UNION TERRITORY.
It is our heartfelt and united desire of the Manipur Tribals' Union Bangalore to beseech the KNO & UPF to empower the JAC or selected representatives to demand for a Union Territory without any political set up. If rumors are true that the KNO and UPF are on a deadlock despite rounds of talks and are unable to decide between full statehood and an autonomous region, we the MTUB would like to recommend the middle ground of demanding a Union Territory. The "either/or" mindset leaves no room for middle ground of "both/and".

A CORRUPT FREE FUTURE SOCIETY AND ADMINISTRATION.
The reason we want a Union Territory without any political set up is because we do not want a chaotic scenario in our future administration where groups will clamor for the top berths in the cabinet and would divide us once again on communal lines. The other benefit of a UT without a political set up is that there are chances of less corruption under a bureaucratic administration, as they would be more accountable to the Central government. However, if at one point in the future we feel, we are ready for a political administration, we can always ask for the UT to be upgraded to a State.

UNION TERRITORY IS OUR CONSTITUTIONAL RIGHT.
We believe that under the Constitution of India, "The status of "Union Territory" may be assigned to an Indian sub-jurisdiction for reasons such as safeguarding the rights of indigenous cultures, averting political turmoil related to matters of governance, and so on. These union territories could be changed to states in the future for more efficient administrative control."

LET'S MAKE THE CENTRAL GOVERNMENT COME RUNNING TO US.
We need a strategy to engage the Central government. We need to make the Central government willing to run to us for talks, instead of us running to them. We can only do that once we say we will lay down our arms for good, if the Central government is willing to give us a Union Territory. Since both KNO and UPF are under the SoO agreement with the state and the Central government, you are currently not in a position to ask for any separate administrative region/s that put the integrity of the state's boundary at stake. So we request you to let the JAC or selected representative do the demands and the talks. Once the Central government agrees for a talk, both KNO and UPF can come to the table along with the selected representatives to negotiate with the government.

Let us demand a Committee to be set up immediately by the Central government to engage us in this talk NOW. Let's give them a deal they can never refuse. Let the deadline be made known to them. Let's for once live in our own land, under one administration breathing the air with freedom that our forefathers had experience of before the Britishers came. We have united, we have had enough talks, and it's high time we decide to get our separate freaking land!
