I entered the room by asking permission, wished the chairman good morning and was asked to sit down, after which I nodded to the other board members.
Chairman: So how do we call you?
(told them how to pronounce my name)
Chairman: So Neilen let me ask you a question. There is no wrong or right answer. You just have to give your thoughts. What do you think of the statement – “An ordinary life is an extra-ordinary life. “
Me: Sir, I fully agree with that.
Chairman: Why?
Me: Sir, I would like to answer by giving an example – my grandmothers. Both barely literate, from humble backgrounds but brought up my parents who achieved great success. This was possible by the hard work and support of my grandmothers. And so through their ordinary lives achieved extra-ordinary things.
Chairman: That is a very good answer. But why is this statement relevant today?
Me: Sir, in today’s fast paced world with money becoming the prime target of a lot of people we seem to have lost sight of the most important things like friendship, family and love. In this context I believe that ordinary living becomes very important.
Interviewer 2: So Neilenthang, there are news reports that there is water scarcity in Imphal. Why is this so when Manipur gets a large amount of rainfall?
Me: Madam, there is a lot of water in and around Imphal. The scarcity is because of the poor piped water distribution system.
Interviewer 2 : So how would you tackle this problem?
Me: Madam, in the long term an efficient water distribution system is a must to solve the problem of scarcity. But in the short term I would go for an IEC approach to encourage people to go for rain water harvesting.
Interviewer 2: Is this feasible in Imphal?
Me: Yes Madam it is feasible. Manipur gets a good amount of rainfall and if every family harvest’s rain water I believe that it can meet a major part of a household’s needs, plus, it requires very less investment.
Interviewer 3: What is your opinion on the Brahmaputra river issue with China?
Me : Sir, China’s claim is that they are building run-of-the-river dams which they say will not affect river flow but India’s fear is that there might not be enough water for agriculture in Assam. The problem is that there is no legally binding agreement between the 2 countries. So, India must take advantage of the current good relations and push for a legally binding agreement on river water sharing.
Interviewer 4: Why is football popular in the north-east and not cricket?
Me: Sir, north-east is predominantly rural and apart from major parts of Assam, hilly. Also, till recently, before the advent of the cricket matches were not so accessible to the masses. The funds required for playing football is minimal and you need only a football, plus you can play anywhere and in any weather. Also, the success of the Manipur football teams has added to the popularity of the sport.
Interviewer 4: We have had a good number of doctor’s coming for the interview. Don’t you think this will lead to a shortage of doctors in the country?
Me: Sir the percentage of doctors who give UPSC out of the total number of doctors is less. Also, the government is taking steps to increase the number of doctors. So, I believe that in a decade or so, this shortage, if there, will be met.
Interviewer 5: Can you tell me some steps how to improve the country’s GDP?
Me: Sir, I would first say good healthcare because studies have shown that improving a country’s health status improves the GDP by 1 or 2 % points. The second thing is to properly educate the citizens. In the short run bringing in investments will help. Also reducing the fiscal and current account deficits will help in this.
Interviewer 5: Now, can you tell me how to improve agriculture in the country?
Me: Sir, I would first improve the irrigation network in the country as we are a predominantly monsoon dependent country. In addition to this, tackling the problem of corruption in the country is a must and I would like to point out the recent irrigation scam in Maharashtra. Improving the technical knowledge of our farmers is another very important matter in which the Krishi Vigyan Kendras are playing a big role and this should be expanded. Apart from these, improving R&D in agriculture, providing high quality seeds etc will go a long way.
Chairman: Do you know about the AFSPA?
Me: Yes Sir
Chairman: What will happen if it is removed from Manipur?
Me: Sir, I believe that all this debate on AFSPA is on the wrong track. The question should be – what would solve the problems of Manipur? The AFSPA has led to a lot of discontent in the state and removing it will help reduce this discontent and lead to a step closer to achieving peace and development in the state.
