MHRC WILL BE REVIVED SOON: CM

Imphal, January 27 : Chief Minister Shri N. Biren Singh has said that Manipur Human Rights Commission (MHRC) will be revived soon.

He was speaking as the Chief Guest at the 16th Foundation Day celebration of ISTV Network held at Manipur State Film Development Society (MSFDS) auditorium today.

The Chief Minister informed that advertisement for the appointment of two Members of MHRC had already been issued.

Saying that the situation of substance abuse is very alarming in the State, Shri N. Biren said that the Government would do whatever possible to root out drugs.

An Assistant Sub-Inspector of police was arrested with a huge quantity of drugs recently, he said while adding that he had instructed the authority concerned to penalise the officer befittingly.

Lauding the progress made by ISTV in the past 16 years, the Chief Minister said that the local TV Network has set a fine example of success in joint ventures. He said that transparency and sincerity are the keys to unity and oneness.

The Chief Minister assured that his Government would extend all possible assistance in switching the Network to a satellite channel.

Stating that Manipuris are talented people having a glorious civilization, the Chief Minister said that the State would touch the zenith of advancement if its people learn proper utilization of time and money.

Asserting that the new Government is committed to serve the people as per their wishes and aspirations, Shri N. Biren said that there is no point in forming a new Government if it is unable to bring a change. He said that many social security schemes had been introduced apart from taking up some concrete steps to eradicate corruption.

Further mentioning his Government’s achievements, the Chief Minister said that necessary steps had already been initiated for the smooth functioning of Manipur Public Service Commission (MPSC).

Regarding Imphal Evenings, the Chief Minister said that the reason for coming down in number of visitors is cold weather. Saying that many shops are now seen open till late night at Thangal Bazaar and Paona Bazaar after the introduction of Imphal Evenings, the Chief Minister expressed hope that such new developments would be witnessed in other townships as well.

Health Minister Shri L. Jayantakumar, CAF and PD Minister Shri Karam Shyam and PHED Minister Shri Losii Dikho also attended the celebration as guests of honour. The function was presided over by ISTV President Shri P. Praphullo Singh.

ATSUM threatens agitation over the death of V. Liansangmung in a road mishap

Imphal, Jan. 27: All Tribal Students' Union Manipur (ATSUM) on Saturday decided to launch various form of agitation over the death of V. Liansangmung who succumbed to his severe injury in a road mishap on January 23 in case the issue has been not resolved at the earliest.

According to ATSUM General Secretary, Seiboi Haokip, a 30 years old V. Liansangmung from Gouchinkhup Veng, Churachandpur travelled on his motorbike towards Imphal for discharging his official duty under MANITRON on January 23. As he entered the city limits of Imphal, an oil-tanker bearing registration number MND-01-9158, owned by Ningombam Mohendro of Bashikhong, cause an accident with the motorbike driven by deceased at around 12:00 PM in Teddim Road and Sangaiprou road junction.

He continued that the driver of the said oil-tanker speed off immediately from the site of the accident with no concern for the well-being of V. Liansangmung, leaving him to his fate in a severely life-threatening condition and he later surrendered himself to Lamphel Police Station.

He further said that the grievously injured V. Liansangmung was shipped to Raj Medicity at around 1:00 PM in an auto rickshaw where the attending doctors and staff of Raj Medicity attempted to provide emergency care but unfortunately after bearing extreme pain due he succumbed to his severe injury.

Later, Lamphel Police arrived at the hospital to enquire about the case and the dead body was eventually taken to RIMS Morgue at around 5:00 pm of the same day for post-mortem, he added.

The ATSUM General Secretary recalled that the representative of the owner of the oil-tanker expressed their intention, through mobile phone, to visit the family of the victim at 7:00 am on January 24. On their arrival the victim’s family explained the customary law of the concern victim (Paite’s) regarding accidents leading to death and the need to fulfill pre-requisite conditions according to the customary law before proceeding towards a negotiated settlement to the representatives of the oil-tanker owner.

The representatives then expressed in no uncertain terms that they agree to fulfill all obligations due to the victims as per the said customary law and arranged for a pig and a traditional shawl towards the pre-requisite conditions before the start of a formal discussion for negotiations and as an admission of causing death to V. Liansangmung.

They (the representatives of the oil tanker owner), thereafter, agreed to re-visit the victim’s family at 12:00 PM on January 24 to fulfill their remaining commitments. However, in utter disregard for the deceased and his family, as well as their expressed commitments to deliver on their promises, they failed to present themselves at the appointed hour, alleged Seiboi Haokip.

He also alleged that the action or rather inactions of the representatives of the owner of the oil-tanker as well as their disregard for their own commitments caused extreme displeasure to the victim’s family, who began to lose faith in the developments so far.

He also said that as the owner of the oil-tanker chose to deal with the victim’s family through intermediaries, the helpless victim’s family decided to seek assistance from ATSUM and accordingly heeding the fervent request of the victim’s family, ATSUM arranged for a meeting involving the representatives and the victim’s family at 1:00 pm of January 25.

In the meeting, the Oil Tanker Association, Manipur, who represented the owner of the oil-tanker refused straight away to the proposed terms made by the victim’s family for an amicable settlement before discussion and deliberation, alleged Seiboi.

He also said that they (Oil Tanker Association, Manipur) also refused to bear any responsibility on behalf of the owner of the oil-tanker, which is in question while they stonewalled attempts to bring about a negotiated settlement.

He further said that under such circumstances, the victim’s family has been cornered and seeking justice for the dearly departed while refusing to claim the mortal remains until amicable settlement for causing the painful death of V. Liansangmung is brought in.

Therefore, we appeal the state Government to intervene into the matter and resolve the issue amicably considering the victim’s customary law and the commitment of the representatives of the culprits at the earliest, Seiboi Haokip said.

He also warn that ATSUM will spearhead various form of agitation if the issue is not resolve accordingly at the earliest.
