SPEECH OF SHRI. VUNGZAGIN VALTE, HON’BLE PARLIAMENTARY SECRETARY (HORTICULTURE, S.C & CADA), GOVERNMENT OF MANIPUR ON THE OCCASION OF NATIONAL LEVEL SEMINAR ON “ECONOMIC GROWTH & NATIONAL UNITY” AWARDS FOR EXCELLENCE: 2013 AT INDIA INTERNATIONAL CENTRE, NEW DELHI.
Hon’ble Union Ministers, Hon’ble State Ministers, intellectuals, industrialists and distinguished invitees who participated in this National Level Seminar on the theme, “Economic Growth & National Unity” Awards for Excellence: 2013 held at India International Centre, New Delhi on 7th April, 2013 which is being organized by the Friendship Forum of India; I extend my respect and appreciation to you all.
2. I am extremely happy to meet respectable participants of the national level seminar today. The Friendship Forum of India is a well-known social and voluntary organization working in the services of our nation and countrymen for the past many years. The national level seminar being organized by the Friendship Forum of India and attended by genius persons who scaled heights against all odds to achieve excellence, people who have made a mark in their chosen fields and achieve worldwide standard activities which inspired the others. I can foresee this national level seminar will certainly bring a positive outcome in the field of economic growth and enriched the historical ties and links that exist among the people in different parts of the country.
3. It is imperative to realize the need and significance of inter-dependence among the people in all walks of life for attaining a sound and sustainable economic growth. The industrialist, big business house and multi-national company can invest their resources to the potential economic activities for mutual benefits. Such concerted efforts will certainly sustain our economic growth and continue to foster ties among the people in different regions of the country.
4.Besides, my humble efforts being recognized by the Friendship Forum of India and awards confer upon me, may I take the opportunity to highlight the prospect of development and potential in investment to my home state, Manipur, which is unfortunately known for all wrong reasons - HIV/AIDS, drugs, insurgency, bandhs & blockades, etc. But, the ground reality is quite different from this adage.
Under the leadership of our Hon’ble Chief Minister, Shri O. Ibobi Singh, the situation has changed drastically: all the hill based insurgent groups have entered into a tripartite Suspension of Operations (SoO) and the process for political dialogue is being initiated; a large number of valley-based insurgents have surrendered recently; in combating the threat posed by drugs and HIV/AIDS, the State Government has taken active role and able to reduce the menace significantly. It is important to understand that all the people in the state, including non-state actors, dreams of “a welfare state or developed state”. And therefore, today is the best time for us to start looking and thinking at the brighter side.
(a)Our State is endowed with natural beauty, temperate congenial climate; it is aptly described as “A little Paradise on Earth” or “Jewel of India”. Our hospitality combined with the rich cultural heritage and scenic beauty gives an opportunity for development of Tourism infrastructures.
(b)The State of Manipur is strategically located on the eastern corner of India and has become a Gateway of India to ASEAN countries. The Asian Highways No.1 and 2 passes through Imphal and they span across the Asian countries, connecting countries in East Asia and West Asia. On26th – 27th February, 2013, the BCIM (Bangladesh, China, India and Myanmar) Car Rally 2013 was organized by Confederation of Indian Industry under the aegis of the Government of India. The BCIM Car Rally started from Calcutta through Bangladesh, India via Manipur State and Myanmar which safely completed right up to the final destination Kunming in China. The Ministry of External Affairs, Government of India has taken initiatives towards effective implementation of the Look-East Policy.
The Government of Manipur has taken keen interest for free movement across borders with ease of restrictions and improvement of highways. In order to enhance communication and boost trade with our neighboring states/countries, the State Government has submitted a proposal for Extension of East-West Corridor as an additional lifeline from Silchar through Behiang (Border Village) under the Special Accelerated Road Development Programme for North East Region, to the Ministry of Road Transport & Highways (MoRT), New Delhi. It needs to pay attention as the proposal is the shortest land route under the Government’s Look East Policy. It aims at boosting trade and commerce with eastern economic giants of ASEAN countries. While preparing a composite-plan and policy of Indian economy, the importance of Manipur State can’t be ignored and the participation of borderland communities and effective utilization of their resources is a must, as it has strategic importance, both in terms of maintaining national security as well as checking the threat posed by external forces
To provide additional sea access to the land locked N. E. States of India, the maritime transport net-work between the Kalewa Inland Port to Imphal city through Imphal River can be explored and developed as a part of the Kaladan Waterway Project which is undertaken and entirely funded by the Government of India. This Kalewa Inland Port is on the Chinwin river of Myanmar.
(c) Manipur is blessed with beautiful landscape, pleasant geo-climatic conditions, inhabited by loveable-talented industrious men and women. My State Manipur is known for its achievement in International Games & Sports. Ms.Mary Kom from Manipur won Bronze Medal at the last Olympic Games held in London. Besides, we have a number of Olympians and Gold Medalists at Commonwealth Games and Asian Games.
The 10% of Manipur’s geographical areas is a fertile valley which has been the rice-bowl of the State for ages. Though small in size, it is the hubs of technocrats, administrative centre and one of the best healthcare facilities in N.E. of India. A little effort in the right direction can turn the valley into a modern Silicon Valley or Switzerland of the East.
The remaining 90% of its hilly areas is equally resourceful although the resource and its potentiality remain un-explored. The landscape and agro-climatic condition is one of the best in the country for promotion of agro-horticultural crops. The soils are fertile and virgin, non-contaminated by chemicals and pesticides which is naturally fit for organic production and practices. The natural evergreen vegetation is full of rich variety of herbs and aromatic plants. However, the people still practices shifting cultivation (Jhumming) which is unscientific and is deteriorating to the environment. A new policy is needed to thrust into a sustainable farming like coffee plantation, tea plantation, bamboo plantation and plantation of fruit bearing citrus, lemon, orange, banana, grape etc. at commercial scale with appropriate rehabilitation of the jhumias for channelizing their traditional practices, so that the region can become an exporter of agro-horticultural products because of its strategic location.
(d) The landscape of the hilly areas and its perennial streams favours for tapping of hydel electric power, solar power and windmill to achieve the national policy of non-conventional resources and eco-friendly power generation. The natural resources in the form of non-conventional sources of electric power, oil and gas, minerals, fruits and vegetables, aromatic plants, etc. can be evaluated for setting up of new Industries.
(e) Furthermore, our handloom and handicraft products are known for its unique beauty and intricate design. My State produces soft and lustrous four varieties of silk- Muga, Eri, Mulberry and Oak Tasar. This need investment for commercial production since the scale of production is based on the investment.
Once all these resources and potentials of the Manipur are explored and used, the State will be a “Self-sufficient-State”. This small State can be developed into internationally important Business Centre like Hongkong and Singapore.
Now, I earnestly appeal to all participants, Hon’ble Union Ministers, Hon’ble State Ministers, Industrialists, intellectuals and distinguished personalities from all over India and world to explore the potentiality and viability in economic growth of my own State as place before you. The State is rich in natural resources and the potential needed adequate investment for the optimum use for national growth as well as in maintaining national unity. Let us all resolve to build a bright future for generations to come. Let us also resolve to actively participate in laying a solid foundation for economic growth. In doing so, one of the best possible means is to explore the potentiality of a state like Manipur.
